इलाहाबाद : प्रदेश के प्राथमिक विद्यालयों के लिए 72825 शिक्षकों के साथ उच्च प्राथमिक विद्यालयों में विज्ञान-गणित शिक्षकों की भर्ती में 2011 में टीईटी एवं 2011-12 में बीएड पास होने वालों को शामिल होने का रास्ता साफ हो गया है। 2011 में टीईटी और 2011-12 में बीएड करने वालों को शिक्षक भर्ती में शामिल होने से रोकने के लिए गया प्रसाद मौर्य और अन्य तीन अभ्यर्थियों ने हाईकोर्ट में याचिका दाखिल कर दी। इस मामले में 16 सितंबर को हाईकोर्ट में सुनवाई शुरू होते ही याचियों की ओर से अपना दावा वापस लेने के बाद इसे निरस्त कर दिया गया।
एनसीटीई से हरी झंडी मिलने के बाद 2011 में टीईटी पास एवं 2011-12 में बीएड करने वालों को शिक्षक भर्ती में शामिल होने से रोका नहीं गया।

From perusal of the said office memo, it is evident that the Director, (SCERT), Director, Basic Shiksha Parisad and Secretary, Basic Shiksha Parisad, Allahbad have found that the qualification prescribed by the respondent is contrary to the minimum qualification laid down by the NCTE in its notification dated 23.8.2013 and 29.7.2011.

�The counsel for the petitioner is permitted to implead N.C.T.E as a respondent.
The petitioners are five in number. They seek direction upon the respondents not to allow counselling of such professional degree holders who are not eligible as per advertisement/notification dated 23.8.2013.
Grievance of the petitioner is that respondents have illegally accepted the application forms from the candidates who have professional degree like B.Sc. (Ag), B. Tech, BCA, BBA, BAMS, BHMS and BUMS and B. Pharma.
It is contended by the counsel for the petitioner that petitioners applied for appointment on the post of Assistant Teachers in response to the advertisement/notification dated 23.8.2013 and 29.7.2011 of the NCTE.
At the time of moving of this writ petition, the counsel for the UP Basic Shiksha Parisad had made a statement that a high level committee has been constituted in respect of the issue involved in the matter.�
Counsel for the respondents had produced instruction on 1.9.2014, wherein it was mentioned that a meeting is scheduled on 3.9.2014 by the State Council of Educational Research and Training (SCERT). On his request the matter was adjourned on 1.9.2014.
Today, counsel for the Basic Shiksha Parisad has produced instruction alongwith office memo dated 4.8.2014. From perusal of the said office memo, it is evident that the Director, (SCERT), Director, Basic Shiksha Parisad and Secretary, Basic Shiksha Parisad, Allahbad have found that the qualification prescribed by the respondent is contrary to the minimum qualification laid down by the NCTE in its notification dated 23.8.2013 and 29.7.2011. It is also mentioned in the instructions dated 5.9.2014 that keeping in view of the serious nature, the committee has prepared a draft for consideration of the State Government and it has also been mentioned that some more time is required for taking decision in the matter.
The instructions dated 8.8.2014, 1.9.2014 and 5.9.2014 are� taken on record.
Taking into consideration of facts in my view, the end of justice requires that counselling of the candidates who are having Professional Degree may go on but their selection may not be finalised till the next date of listing.�
As prayed by Sri B.P. Singh, learned standing counsel put up this case on 25.9.2014 in the additional cause list.�
The counsel for the petitioner is granted time to file objection to the impleadment application.

बेसिक शिक्षा मंत्री व सचिव से मिले अभ्यर्थी
लखनऊ। उच्च प्राइमरी स्कूलों में गणित-विज्ञान शिक्षक पद की काउंसलिंग प्रक्रिया जैसे-जैसे समाप्ति की ओर बढ़ रही है अभ्यर्थियों की नियुक्ति पत्र पाने की मांग बढ़ने लगी है। काउंसलिंग करा चुके कई अभ्यर्थियों ने सोमवार को बेसिक शिक्षा मंत्री रामगोविंद चौधरी, सचिव बेसिक शिक्षा एचएल गुप्ता और निदेशक बेसिक शिक्षा डीबी शर्मा से मुलाकात की। आश्वासन दिया गया है कि कानूनी बाधाएं दूर करते हुए उन्हें जल्द ही उन्हें नियुक्ति पत्र देने की प्रक्रिया शुरू कर दी जाएगी।
प्राइमरी स्कूलों में गणित-विज्ञान शिक्षक के 29,334 पदों के लिए तीन चरणों की काउंसलिंग हो चुकी है। चौथे चरण की काउंसलिंग 18 व 19 सितंबर को है। हरेंद्र मौर्य, अनुग्रह त्रिपाठी, विक्रमादित्य ने बताया कि गणित-विज्ञान शिक्षक पर भर्ती के लिए काउंसलिंग प्रक्रिया चल रही है। उन्होंने बताया कि अभ्यर्थियों ने बेसिक शिक्षा मंत्री के आवास का घेराव किया और उन्हें बताया कि अधिकारी कानूनी बाधाएं दूर करने में ढिलाई बरत रहे हैं। बेसिक शिक्षा मंत्री ने उन्हें आश्वासन दिया कि शीघ्र ही सभी कानूनी बाधाएं कर कराते हुए पात्रों को नियुक्ति पत्र दिलाया जाएगा। इसके पहले जीपीओ पार्क में अभ्यर्थियों ने बैठक भी की। इसमें तय किया गया कि समस्या का समाधान न किया गया तो इलाहाबाद में बेमियादी अनशन शुरू किया जाएगा।
